This Tuesday, a group of EU countries could finally recognize Palestine. But we don’t know which and exactly how many. Let’s seize this momentum to ensure our governments know that voters want peace, a voice and a future for Palestinians!
It’s hard not to feel despair when we watch the ongoing suffering in Gaza on our screens. But despair is turning into action. Across Europe, student protests have ignited powerful movements demanding an end to violence against Palestinians. [1]
Pressure from the streets is inspiring action in the corridors of power. This Tuesday marks a crucial turning point. Spain and Ireland have announced they will start the procedure to recognise Palestine, and other EU countries will likely join. [2]
But, we don’t know which other countries will take part. With eight EU countries already on board, the addition of just four more could tip the balance in favour of the EU as a whole recognising Palestine.
The Belgian, Norwegian and Danish governments have been rumoured to be among the countries which will support recognising Palestine. [3] You, Alessio, can help make this a reality.
For months, hundreds of thousands of desperate Gazans have fled to Rafah to seek safety. With Israeli forces now poised to attack the refugee camp, it feels like it’s now or never for drastic action for peace. [4]
Last week, governments took a step forward by giving Palestine additional rights within UN decision-making. [5] But this is not enough.
To end the horrors in Gaza, the Westbank, and Israel,everyone needs a place to belong and an equal voice. But Palestinians are not recognised as a people. And so they are denied a voice in conversations about how to end the violence today or rebuild their homes tomorrow. [6]
At moments like this, rising up together can change the tide of history. We can amplify the voices on the streets by making sure our messages flood our leader’s digital devices too. Together, let’s push the final dominos over in Europe to be a force for peace.

PER LA PALESTINA: MANDA UNA MAIL AI TUOI LEADER EUROPEI
Questo martedì un gruppo di paesi dell’UE potrebbe finalmente riconoscere la Palestina. Ma non sappiamo quali e quanti esattamente. Cogliamo questo slancio per garantire che i nostri governi sappiano che gli elettori vogliono la pace, una voce e un futuro per i palestinesi!
È difficile non provare disperazione quando guardiamo sui nostri schermi la sofferenza in corso a Gaza. Ma la disperazione si sta trasformando in azione. In tutta Europa, le proteste studentesche hanno innescato potenti movimenti che chiedono la fine della violenza contro i palestinesi. [1]
La pressione delle strade sta stimolando l’azione nei corridoi del potere. Questo martedì segna una svolta decisiva. Spagna e Irlanda hanno annunciato che avvieranno la procedura per riconoscere la Palestina, e probabilmente altri paesi dell’UE aderiranno. [2]
Ma non sappiamo quali altri paesi parteciperanno. Con otto paesi UE già a bordo, l’aggiunta di soli altri quattro potrebbe far pendere la bilancia a favore del riconoscimento della Palestina da parte dell’UE nel suo insieme.
Si dice che i governi belga, norvegese e danese siano tra i paesi che sosterranno il riconoscimento della Palestina. [3] Tu, Alessio, puoi contribuire a rendere questo una realtà.

Per mesi, centinaia di migliaia di abitanti di Gaza disperati sono fuggiti a Rafah in cerca di sicurezza. Con le forze israeliane ora pronte ad attaccare il campo profughi, sembra che sia ora o mai più il momento di adottare un’azione drastica per la pace. [4]
La settimana scorsa, i governi hanno fatto un passo avanti concedendo alla Palestina ulteriori diritti all’interno del processo decisionale delle Nazioni Unite. [5] Ma questo non basta.
Per porre fine agli orrori a Gaza, in Cisgiordania e in Israele, tutti hanno bisogno di un luogo a cui appartenere e di una voce paritaria. Ma i palestinesi non sono riconosciuti come popolo. E così viene loro negata la possibilità di avere voce nelle conversazioni su come porre fine alla violenza oggi o ricostruire le loro case domani. [6]
In momenti come questo, sollevarsi insieme può cambiare il corso della storia. Possiamo amplificare le voci nelle strade assicurandoci che i nostri messaggi inondano anche i dispositivi digitali dei nostri leader. Insieme, sposteremo le ultime tessere del domino in Europa per essere una forza di pace.

NATO MINACCIA PER LA PACE
Non ci uniamo al coro di sostenitori della NATO. Il superamento della NATO e la costruzione di un sistema di sicurezza comune in Europa come quello progettato ai tempi di Gorbaciov dovrebbero essere obiettivi di chiunque tenga alla pace.
Va restituita centralità all’ONU che va riformata e che dovrebbe essere la sede per la risoluzione delle controversie e anche l’unico soggetto legittimato a svolgere interventi di polizia sulla base del diritto internazionale.
Il sempre più stretto legame tra NATO e UE sta conducendo alla militarizzazione dell’Europa con l’industria bellica che diventa “pilastro” e l’intenzione proclamata di proseguire la guerra in Ucraina per i prossimi 5-10 anni con la previsione di una spesa di 100 miliardi destinata a gravare sui conti degli Stati e quindi sui popoli europei. Si comincia persino a parlare dell’invio di truppe in Ucraina con la possibilità di ritornare alla leva obbligatoria e/o di costituire nuove legioni straniere che garantiscano la cittadinanza a migranti trasformati in mercenari che accettino di combattere per la NATO.
L’Unione Europea doveva essere un’unione di pace, ma se mai lo è stata, ora certo non lo è più. La subalternità dell’Unione Europea all’Organizzazione del Trattato del Nord Atlantico (NATO) rafforza principalmente il rapporto dell’UE con gli Stati Uniti e la protezione militare dell’agenda neoliberista globale che è il “cemento” che tiene insieme questi “fratelli d’armi”. Seguendo la strategia degli USA la NATO prima ha assunto la Russia come nemico e dall’ultimo summit di Madrid ha esplicitamente menzionato la minaccia della Cina secondo lo spartito della nuova guerra fredda di Washington.
La NATO costituisce la principale minaccia alla pace e la causa della ripresa, in dimensioni mai viste, della corsa agli armamenti. La NATO avrebbe dovuto sciogliersi nel 1991 dopo la fine del Patto di Varsavia e invece si è trasformata in un’alleanza militare che si arroga il diritto di intervenire in tutto il mondo marginalizzando il ruolo dell’ONU.
Non temiamo di dire la verità: la NATO è un’alleanza imperialista che ha come scopo l’affermazione di un antistorico dominio unipolare degli Stati Uniti e dei suoi alleati sul pianeta.
Dal 1991 ha svolto un ruolo assolutamente negativo. Lo stesso revascismo nazionalista in Russia può essere imputato all’aggressività e all’espansionismo NATO che ha creato anche le condizioni per l’esplosione del conflitto in Ucraina. La NATO ormai ha allargato il suo raggio d’azione dall’America Latina all’Africa all’Oceano Pacifico trascinandoci in una spirale che rende sempre più realistico il rischio della guerra nucleare.
Purtroppo i governi europei, e nel nostro paese i due poli dell’alternanza, sono allineati in maniera irresponsabile su una linea bellicista e di riarmo assai pericolosa. L’Occidente è passato dal bombardare Iraq, Serbia, Libia, Afghanistan e altri paesi del sud globale alla guerra per procura contro la Russia e prepara quella con la Cina.
Rifiutiamo la narrativa volta a presentare la NATO come baluardo della libertà, della democrazia e dei diritti umani.
La NATO è la più potente macchina militare sul pianeta e i paesi che la compongono negli ultimi 75 anni hanno causato milioni di morti.
Nel 75° anniversario della nascita della NATO ricordiamo all’opinione pubblica antifascista il ruolo che svolse nella destabilizzazione della nostra democrazia durante la strategia della tensione. Dalle inchieste sulle bombe fasciste emerge sempre il ruolo della NATO e dei servizi USA in quello che Pasolini definì “romanzo delle stragi”.
Rifondazione Comunista propone da sempre l’uscita dell’Italia dalla NATO e con le altre formazioni della Sinistra Europea e del gruppo La Sinistra si batte per liberare l’Europa dai vincoli atlantici e contrastare la militarizzazione del continente.
Oggi può apparire inattuabile il superamento della NATO e il sogno di un’Europa autonoma, neutrale e senza armi nucleari dall’Atlantico agli Urali.
Ma chi si riconosce nella Costituzione nata dalla Resistenza non può non rivendicare a tutti i livelli il rispetto del principio del ripudio della guerra sancito dall’Articolo 11.
Per questo non condividiamo la proposta dell’esercito europeo che va nell’immediato nella direzione dello sviluppo delle logiche di guerra della NATO e che sarebbe negativa anche nel caso di un ruolo autonomo dell’Europa come ulteriore polo della guerra.
Per questo nell’immediato bisogna costruire il più largo fronte pacifista contro ogni allargamento della NATO, ogni intervento non difensivo al di fuori dei confini dell’alleanza, ogni aumento della spesa militare, ogni invio di armi a paesi belligeranti.
Lavoriamo per un’Europa che svolga un ruolo di pace nel mondo. Con la lista Pace Terra Dignità intendiamo portare nella campagna elettorale per il parlamento europeo la voce di chi, con differenti storie e culture, condivide con noi il ripudio della guerra e la richiesta di una politica di pace per fermare la deriva bellicista delle classi dirigenti europee.

We do not join the chorus of NATO supporters. Overcoming NATO and building a common security system in Europe like the one designed in Gorbachev’s time should be the objectives of anyone who cares about peace.
Centrality must be restored to the UN which must be reformed and which should be the forum for the resolution of disputes and also the only body legitimated to carry out police interventions on the basis of international law.
The increasingly close bond between NATO and the EU is leading to the militarization of Europe with the arms industry becoming a “pillar” and the proclaimed intention to continue the war in Ukraine for the next 5-10 years with the forecast of an expense of 100 billion destined to burden the accounts of the States and therefore the people of Europe. We are even starting to talk about sending troops to Ukraine with the possibility of returning to compulsory military service and/or establishing new foreign legions that will guarantee citizenship to migrants transformed into mercenaries who agree to fight for NATO.
The European Union was supposed to be a union of peace, but if it ever was, it certainly isn’t anymore. The subordination of the European Union to the North Atlantic Treaty Organization (NATO) mainly strengthens the EU’s relationship with the United States and the military protection of the global neoliberal agenda which is the “cement” that holds these “brothers of ‘weapons”. Following the US strategy, NATO first assumed Russia as an enemy and since the last Madrid summit has explicitly mentioned the threat of China according to Washington’s new cold war score.
NATO constitutes the main threat to peace and the cause of the resumption, on an unprecedented scale, of the arms race. NATO should have dissolved in 1991 after the end of the Warsaw Pact and instead it was transformed into a military alliance that claims the right to intervene throughout the world, marginalizing the role of the UN.
We are not afraid to tell the truth: NATO is an imperialist alliance whose aim is the affirmation of an anti-historic unipolar domination of the United States and its allies on the planet.
Since 1991 it has played an absolutely negative role. The same nationalist revascism in Russia can be attributed to NATO aggressiveness and expansionism which also created the conditions for the explosion of the conflict in Ukraine. NATO has now expanded its range of action from Latin America to Africa to the Pacific Ocean, dragging us into a spiral that makes the risk of nuclear war increasingly realistic.
Unfortunately, European governments, and in our country the two poles of alternation, are irresponsibly aligned on a very dangerous war-mongering and rearmament line. The West has gone from bombing Iraq, Serbia, Libya, Afghanistan and other countries in the global south to a proxy war against Russia and is preparing for one with China.
We reject the narrative that presents NATO as a bastion of freedom, democracy and human rights.
NATO is the most powerful military machine on the planet and its member countries have caused millions of deaths over the last 75 years.
On the 75th anniversary of the birth of NATO we remind anti-fascist public opinion of the role it played in the destabilization of our democracy during the strategy of tension. From investigations into fascist bombs, the role of NATO and the US services always emerges in what Pasolini defined as the “novel of massacres”.
Rifondazione Comunista has always proposed Italy’s exit from NATO and with the other formations of the European Left and the La Sinistra group it fights to free Europe from Atlantic constraints and counter the militarization of the continent.
Today, overcoming NATO and the dream of an autonomous, neutral and nuclear-weapon-free Europe from the Atlantic to the Urals may appear unachievable.
But those who recognize themselves in the Constitution born from the Resistance cannot fail to demand respect at all levels for the principle of repudiation of war enshrined in Article 11.
For this reason we do not agree with the proposal of the European army which immediately goes in the direction of the development of NATO’s war logic and which would be negative even in the case of an autonomous role for Europe as a further pole of war.
For this reason, we must immediately build the broadest pacifist front against any enlargement of NATO, any non-defensive intervention outside the borders of the alliance, any increase in military spending, any shipment of weapons to belligerent countries.
We work for a Europe that plays a role in peace in the world. With the Pace Terra Dignità list we intend to bring into the electoral campaign for the European Parliament the voice of those who, with different histories and cultures, share with us the repudiation of war and the request for a policy of peace to stop the warlike drift of the European ruling classes .

La NATO espelle personale diplomatico russo dal quartier generale, Stoltenberg: “Svolgevano attività d’intelligence”
Jens Stoltenberg, il capo della NATO, l’organizzazione militare del Patto Atlantico più sanguinosa della storia del Mondo che ha sede a Bruxelles in Belgio e dietro ha direttamente gli Stati Uniti d’America
Scoppia un nuovo caso di spionaggio dentro la NATO e ancora una volta, una consuetudine che si ripete ormai ogni tre anni, coinvolge la Russia. In un’intervista alla Bild, il segretario generale, Jens Stoltenberg, ha annunciato che l’Alleanza Atlantica ha “espulso personale russo dal quartier generale della NATO. Stavano svolgendo attività che non erano diplomatiche, ma di intelligence. Stiamo adottando misure per rendere più difficile ai servizi segreti russi svolgere attività illegali tra i Paesi della NATO o al loro interno”.
La notizia arriva in un momento di tensione massima all’interno degli organismi internazionali occidentali, non solo per il conflitto in Ucraina ma anche per l’avvicinarsi di elezioni di grande importanza, tra cui quelle europee e americane, con l’ingerenza russa che viene considerata il primo pericolo allo svolgimento corretto e dmocratico delle consultazioni. Così, il Patto Atlantico opta di nuovo per una pulizia del personale diplomatico della Federazione Russa.
“Abbiamo visto che i servizi segreti russi operano nei Paesi europei da molti anni. Abbiamo anche assistito a tentativi di intensificare le loro attività ma gli alleati della NATO li stanno monitorando, seguendoli molto da vicino“, ha spiegato Stoltenberg. Il segretario generale “ha fatto riferimento ai passi compiuti negli ultimi anni” ricordando che la Russia ha sospeso la sua missione presso la NATO nell’ottobre 2021.
La stessa cosa era già avvenuta anche nel 2021, quando vennero espulsi otto funzionari russi in seguito a “prove accumulate” su azioni passate, come l’avvelenamento Skripal a Salisbury e altre “attività ostili“, come spiegò all’epoca lo stesso Stoltenberg aggiungendo che i diplomatici russi facevano parte del Gru, i servizi segreti di Mosca. “Una minaccia di questo tipo non può restare senza risposta”.
Esattamente come nel 2018, quando ancora l’attuale segretario generale annunciò la cacciata di 7 funzionari di Mosca. “Questo invia un chiaro messaggio che ci sono costi e conseguenze per il pericoloso comportamento della Russia e in realtà credo che questa abbia sottovalutato l’unità degli alleati NATO”, disse allora il segretario generale. Al tempo era passato meno di un mese dall’avvelenamento di Skripal. Oggi, la minaccia russa per la NATO si è spostata sul fianco est e nel campo della propaganda.

NATO expels Russian diplomatic personnel from headquarters, Stoltenberg: “They were carrying out intelligence activities”

A new case of espionage breaks out within NATO and once again, a habit that is now repeated every three years, involves Russia. In an interview with Bild, the secretary general, Jens Stoltenberg, announced that the Atlantic Alliance has “expelled Russian personnel from NATO headquarters. They were carrying out activities that were not diplomatic, but intelligence . The news comes at a time of maximum tension within Western international bodies, not only due to the conflict in Ukraine but also due to the approaching elections of great importance, including the European and American ones, with Russian interference which comes considered the first danger to the correct and democratic conduct of consultations. “We have seen that Russian secret services have been operating in European countries for many years. We have also seen attempts to intensify their activities but NATO allies are monitoring them, following them very closely,” Stoltenberg explained. The secretary general “referred to the steps taken in recent years” recalling that Russia suspended its mission to NATO in October 2021.

Consiglio UE, accordo tra i 27 Paesi sull’uso dei profitti degli asset russi per riarmare Kiev. Confermato il piano per la “preparazione militare-civile rafforzata”
Mentre i leader chiamano il riarmo e il conflitto, il Consiglio europeo prepara il continente all’ipotesi di una guerra. Finora erano state solo parole, ora è stato scritto nero su bianco che all’Europa serve un pianod’emergenza proprio in caso di attacco militare. Il riferimento è stato confermato anche nelle conclusioni della prima giornata del Consiglio europeo ed è indicativo della direzione presa dall’Europa nei confronti del conflitto tra Russia e Ucraina, se il vecchio continente arriva anche solo a ipotizzare un programma che coinvolga i civili e la società: le conclusioni del vertice sottolineano infatti la necessità “imperativa” di una “preparazione militare-civilerafforzata nonché coordinata” e di una “gestione strategica delle crisi nel contesto dell’evoluzione del panorama delle minacce”. Per poi invitare il Consiglio a portare avanti i lavori e la Commissione, insieme all’Alto Rappresentante, a proporre “azioni per rafforzare la preparazione e la risposta alle crisi a livello dell’Ue in un approccio che tenga conto di tutti i rischi e di tutta la società, in vista di una futura strategia di prontezza”.
A frenare la deriva guerresca verso la quale sembra indirizzata l’UE ha provato lo stesso capo della diplomazia europea, l’Alto rappresentante per la politica estera Josep Borrell: “Non bisogna impaurire la gente inutilmente, la guerra non è imminente” in Europa, ha detto. “Non dobbiamo esagerare, sento voci dire che la guerra è imminente. Grazie a Dio non lo è, crediamo nella pace, sosteniamo l’Ucraina e non siamo parte di questo conflitto. Solamente, dobbiamo sostenere l’Ucraina e prepararci per il futuro, aumentando le nostre capacità militari. Quello che è imminente è la necessità degli ucraini di essere sostenuti, non è questione di andare a morire per il Donbass. Il problema è sostenerli perché loro non debbano morire nel Donbass”.
Proprio in vista del vertice europeo di oggi e venerdì, Michel spiegava che i Paesi Ue devono essere “pronti a difendersi”, producendo più munizioni e spendendo di più per la difesa. Ma evidentemente anche preparando i civili all’ipotesi della guerra in Europa. E la Germania si sta già muovendo in questo senso: come raccontato da ilfattoquotidiano.it, i Comuni tedeschi hanno chiesto a Berlino di ripristinare bunker e rifugi e costruirne dei nuovi, nonché di dotare tutto il territorio di sirene d’allarme, stanziando almeno 1 miliardo di euro all’anno per i prossimi dieci anni. Quella che i vertici europei stanno portando avanti nelle ultime settimane è una “escalation comunicativa molto preoccupante”, ha spiegato a ilfattoquotidiano.itStefano Cristante, ordinario di Sociologia dei processi culturali e comunicativi all’Università del Salento. “Le guerre minacciate sono molto più vicine alla guerra vera di una soluzione diplomatica”.

These are the alarming phrases that the leaders sitting at the table of the European Council discussed today: a war summit in which there was also agreement – or at least the affirmation of a common will – to use the extraordinary profits of the assets Russians frozen to send more weapons to Ukraine. However, a direct intervention by European soldiers is no longer a hypothesis to be discarded regardless, not just for Macron. After reading the draft conclusions, even the words pronounced just two days ago by the President of the European Council, Charles Michel, have a different effect: “If we want peace let us prepare for war”.
Precisely in view of the European summit today and Friday, Michel explained that EU countries must be “ready to defend themselves”, producing more ammunition and spending more on defense. But evidently also preparing civilians for the possibility of war in Europe. And Germany is already moving in this direction: as reported by ilfattoquotidiano.it, the German municipalities have asked Berlin to restore bunkers and shelters and build new ones, as well as to equip the entire territory with alarm sirens, allocating at least 1 billion euros per year for the next ten years. L’ampio uso delle auto, i mezzi pubblici scarsi e la sua conformazione geografica hanno portato la città laziale a sforare i limiti di legge sulle polveri sottili più della Pianura Padana
Mercoledì 28 febbraio la centralina per il monitoraggio dell’aria che l’ARPA del Lazio(Agenzia Regionale per la Protezione Ambientale) ha installato lungo viale Mazzini, nel centro di Frosinone, ha rilevato52 microgrammi per metro cubo di PM10, le particelle più fini prodotte soprattutto dagli scarichi delle automobili e dai riscaldamenti domestici. Un secondo sensore, piazzato all’angolo tra via Puccini e via Verdi, nella parte bassa della città, ha segnalato poco meno e ciò è bastato a evitare l’ennesimo blocco del traffico.
La soglia massima prevista dalla legge italiana infatti è di 50 microgrammi per metro cubo, cinque in più dei 45 indicati dall’Organizzazione Mondiale della Sanità, l’OMS. Quando viene superata, i sindaci devono prendere delle misure di emergenza per far abbassare la concentrazione di PM10 nell’atmosfera ed evitare rischi per la salute dei cittadini, in particolare delle persone anziane, dei bambini e di chi è affetto da malattie respiratorie. Queste particelle, infatti, spesso sono composte da metalli pesanti, nitriti e solfati, e quando vengono respirate possono provocareproblemi respiratori come asma o bronchiti croniche, malattie cardiovascolari e tumori come quello al polmone.
Secondo un rapporto di Legambiente, nel 2023 Frosinone è stata la città italiana che ha sforato più volte il limite dei 50 microgrammi al metro cubo di PM10. La stazione di monitoraggio dell’aria di Frosinone Scalo ha rilevato che la soglia critica è stata superata per 70 giorni, più o meno un giorno a settimana, mentre una direttiva europea del 2008 e la legge del 2010 che l’ha recepita stabiliscono che il limite non vada superato per più di 35 giorni all’anno. Per la seconda volta negli ultimi dieci anni Frosinone è risultata più inquinata da polveri sottili, come vengono definite queste particelle, di città come Milano, Napoli, Roma e Torino, e della Pianura Padana, dove a Gennaio la soglia dei 50 microgrammi per metro cubo d’aria è stata superata per diversi giorni.

A Frosinone Scalo vive la maggior parte dei 44mila abitanti di Frosinone, che è la città più importante della regione storica del Lazio chiamata Ciociaria. Quasi altrettanti ci vanno ogni giorno dai paesi vicini per lavorare. Lo svincolo dove si trova la centralina è uno dei punti più trafficati della città. Per questo molti abitanti ritengono che i dati sull’inquinamento siano falsati e che in realtà il resto della città non sia poi così inquinato. Il sindaco Riccardo Mastrangeli, di Forza Italia, però li smentisce. «Negli ultimi tempi abbiamo rilevato un alto livello di polveri sottili anche nella parte alta della città, che in genere ha l’aria più pulita di quella bassa, dove lo smog ristagna perché si trova in una conca tra i monti Lepini e i monti Ernici», dice.
Gli unici giorni in cui il PM10 è tornato al di sotto dei limiti di legge sono stati quelli in cui il vento o la pioggia ne hanno ridotto la concentrazione.

Mastrangeli, che è anche un farmacista, dice che Frosinone è la prima città nel Lazio per vendita di farmaci cortisonici inalatori. Ogni mattina Mastrangeli controlla su un’app i livelli di polveri sottili presenti nell’aria, secondo i dati rilevati dalle due centraline, e sulla base di questi decide i provvedimenti per ridurne rapidamente la quantità.I continui sforamenti della soglia considerata pericolosa per la salute umana lo hanno costretto a decretare in diverse occasioni il blocco del traffico per le auto più inquinanti e hanno convinto la giunta comunale di centrodestra a programmare alcuni interventi strutturali, per cambiare la mobilità cittadina e gli impianti di riscaldamento.
Tra i provvedimenti adottati ci sono l’acquisto di bus elettrici, che saranno pagati con i fondi del Piano Nazionale di Ripresa e Resilienza (PNRR) finanziato dall’Unione Europea, la realizzazione di una rete di parcheggi di scambio in cui lasciare l’auto e prendere un mezzo pubblico, e l’invio di tecnici del comune in case e palazziper controllare ed eventualmente sostituire le vecchie caldaie con altre meno inquinanti.

Il PM10 viene chiamato in questo modo perché le particelle di cui è composto, che possono essere liquide o solide, hanno un diametro uguale o non superiore ai 10 micron, cioè 10 millesimi di millimetro. Si distingue dal PM2.5, che è costituito da polveri ancora più fini, che se vengono respirate penetrano più in profondità nelle vie respiratorie. Il Ministero della Salute spiega che può avere «sia un’origine naturale, come l’erosione dei venti sulle rocce, le eruzioni vulcaniche e l’autocombustione di boschi e foreste, sia antropica», cioè dagli scarichi delle automobili o dei riscaldamenti domestici, compresi i vecchi camini a legna. Per questo Mastrangeli ha anche vietato l’uso di camini e stufe a legna nelle case che hanno già altri impianti di riscaldamento e ha proibito ai contadini «l’odiosa abitudine» di bruciare le sterpaglie all’aperto (roghi agricoli) «nonostante abbiamo predisposto un servizio di raccolta gratuita».
Il segretario locale di LegambienteStefano Ceccarelli sostiene che per abbattere la quantità di polveri sottili sia necessario cambiare radicalmente la mobilità cittadina e abbassare i limiti di velocità sulla vicina autostrada nel tratto in cui attraversa la provincia di Frosinone. L’associazione ambientalista si appella a una legge del 2023, firmata dal Ministro dei Trasporti Matteo Salvini, che ha concesso alle Regioni la facoltà di imporre l’abbassamento dei limiti di velocità sulle autostrade proprio per ridurre l’inquinamento. «Ogni giorno sulla Roma-Napoli passano circa 50mila vetture e a queste si aggiungono quelle delle decine di migliaia di persone che vengono a lavorare in città con la propria automobile», spiega. Secondo dati ISTAT, a Frosinone c’è il numero di automobili più alto in Italia, 829 ogni 1.000 abitanti.
«Bisogna convincere i cittadini che molti percorsi si possono fare anche a piedi ed è necessario rivedere la frequenza e la capillarità del trasporto pubblico», dice Marina Testa, coordinatrice della Federazione Italiana Ambiente e Bicicletta (FIAB) nel Lazio. Secondo Ceccarelli, l’«abitudine consolidata» di prendere l’auto spesso è obbligata, perché «la conformazione urbanistica caotica di Frosinone», che è fatta nella parte bassa di centinaia di villette e palazzine sparse nelle campagne, rende quasi impossibile il ricorso a un mezzo diverso da quello privato.«Purtroppo la città dagli anni Sessanta è stata costruita in maniera disordinata e senza alcuna sensibilità ambientale e ora non è facile rimediare ai danni fatti», dice Testa. La misura di tutto questo secondo lei è il modo in cui venne trattato un antico anfiteatro romano: alla metà degli anni Sessanta fu scoperto dalle ruspe che lavoravano per costruire un palazzo. La costruzione fu interrotta ma poi riprese, e quello che rimane è nascosto sotto un edificio di via Roma, una delle strade principali di Frosinone.

La Federazione Italiana Ambiente e Bicicletta (FIAB) si sta battendo contro la riapertura dell’unica strada chiusa al traffico. È lunga 450 metri e collega la villa comunale alla via che porta sui vicini monti Lepini, attraversando un parco e una pista di pattinaggio abbandonata: è stata chiusa per via di un ponticello pericolante che non è mai stato sistemato. Testa la definisce «un piccolo polmone incastonato tra gli edifici, uno dei pochi posti della città in cui si può respirare». Lungo la strada si vedono persone a passeggio,di corsa o in bicicletta, «perché altri percorsi utilizzabili non ci sono a meno che non si faccia una fuga tra i campi».

I bus del trasporto pubblico locale vengono utilizzati poco perché in molte zone della città non arrivano e passano molto di rado. Per andare dalla stazione ferroviaria al grattacielo Zeppieri nel quartiere De Matthaeis, che è il centro economico della città bassa, ci vorrebbero non più di una decina di minuti. Una linea diretta verso il centro storico avrebbe più o meno gli stessi tempi di percorrenza. Ma i tempi di attesa degli autobus vanno da mezzora a un’ora, e inoltre fanno percorsi tortuosi per coprire con le poche corse a disposizione più territorio possibile.
L’«ascensore inclinato», una sorta di funivia con una cabina da 30 posti che dovrebbe portare alla parte alta superando un dislivello di 170 metri, è rotto da tre anni.La giunta comunale ha appaltato i lavori per potenziarlo, mentre i nuovi bus elettrici dovrebbero collegarlo direttamente alla stazione. «Per rendere appetibile il trasporto pubblico locale ti devi muovere dalla stazione al centro storico in dieci minuti, per questo è necessario raddoppiare l’ascensore inclinato e inserirlo in un piano urbano sostenibile», ha detto il sindaco Mastrangeli in consiglio comunale. Al momento, però, il mezzo più veloce per andare nel centro storico, dove si trovano l’Accademia di Belle Arti e il Museo Archeologico, rimane l’automobile.

On Wednesday 28 February the air monitoring unit that the ARPA of Lazio(Regional Agency for Environmental Protection) installed along Viale Mazzini, in the center of Frosinone, detected 52 micrograms per cubic meter of PM10, the finest particles produced mainly by car exhaust and home heating. A second sensor, placed on the corner between via Puccini and via Verdi, in the lower part of the city, reported slightly less and this was enough to avoid yet another traffic block.
The maximum threshold established by Italian law is in fact 50 micrograms per cubic meter, five more than the 45 indicated by the World Health Organization, the WHO. When it is exceeded, mayors must take emergency measures to lower the concentration of PM10 in the atmosphere and avoid risks to the health of citizens, in particular elderly people, children and those suffering from respiratory diseases: these particles, in fact, are often composed of heavy metals, nitrites and sulphates, and when they are breathed in they can cause respiratory problems such as asthma or chronic bronchitis, cardiovascular diseases and tumors such as lung cancer.
According to a Legambiente report, in 2023 Frosinone was the Italian city that exceeded the limit of 50 micrograms per cubic meter of PM10 several times. The Frosinone Scalo air monitoring station found that the critical threshold was exceeded for 70 days, more or less one day a week, while a 2008 European directive and the 2010 law that implemented it establish that the limit must not be exceeded for more than 35 days per year. For the second time in the last ten years, Frosinone was more polluted by fine dust, as these particles are defined, than cities such as Milan, Naples, Rome and Turin, and the Po Valley, where in January the threshold of 50 micrograms per cubic meter of air was exceeded for several days.

Most of the 44 thousand inhabitants of Frosinone live in Frosinone Scalo, which is the most important city in the historical region of Lazio called Ciociaria. Almost as many go there every day from neighboring towns to work. The junction where the control unit is located is one of the busiest points in the city. For this reason, many inhabitants believe that the pollution data are distorted and that in reality the rest of the city is not that polluted. Mayor Riccardo Mastrangeli, of Forza Italia, however, denies them. «Recently we have detected a high level of fine dust even in the upper part of the city, which generally has cleaner air than the lower part, where smog stagnates because it is located in a valley between the Lepini and Ernici mountains», he says.
The only days in which PM10 returned to below legal limits were those in which wind or rain reduced its concentration.

Mastrangeli, who is also a pharmacist, says that Frosinone is the first city in Lazio for the sale of inhaled cortisone drugs. Every morning Mastrangeli checks the levels of fine dust present in the air on an app, according to the data collected by the two control units, and on the basis of these decides on measures to quickly reduce the quantity. The continuous exceeding of the threshold considered dangerous for human health have forced him to decree on several occasions the blocking of traffic for the most polluting cars and have convinced the centre-right municipal council to plan some structural interventions to change city mobility and systems of heating.
Among the measures adopted are the purchase of electric buses, which will be paid for with funds from the National Recovery and Resilience Plan (PNRR) financed by the European Union, the creation of a network of exchange car parks where you can leave your car and taking public transport, and sending municipal technicians to houses and buildings to check and possibly replace old boilers with less polluting ones.

PM10 is called in this way because the particles of which it is composed, which can be liquid or solid, have a diameter equal to or no greater than 10 microns, i.e. 10 thousandths of a millimetre. It’s distinguished from PM2.5, which is made up of even finer dust, which if breathed penetrates deeper into the respiratory tract. The Ministry of Health explains that it can have “both a natural origin, such as the erosion of winds on rocks, volcanic eruptions and spontaneous combustion of woods and forests, and anthropic“, i.e. from car exhaust or home heating, including old wood-burning fireplaces. For this reason Mastrangeli also banned the use of fireplaces and wood stoves in homes that already have other heating systems and prohibited farmers from “the hateful habit” of burning brushwood in the open air(agricultural fires) “despite the fact that we have set up a collection service free.”
The local secretary of Legambiente Stefano Ceccarelli claims that to reduce the quantity of fine particles it’s necessary to radically change city mobility and lower the speed limits on the nearby motorway in the stretch where it crosses the province of Frosinone. The environmentalist association is appealing to a 2023 law, signed by the Minister of Transport Matteo Salvini,which garanted the Regions the power to impose the lowering of speed limits on motorways precisely to reduce pollution. «Every day about 50 thousand cars pass on the Rome-Naples route and to these must be added those of the tens of thousands of people who come to work in the city with their own cars», he explains. According to ISTAT data, in Frosinone there is the highest number of cars in Italy, 829 per 1,000 inhabitants.
«We need to convince citizens that many routes can also be done on foot and it is necessary to review the frequency and capillarity of public transport», says Marina Testa, coordinator of the Italian Environment and Bicycle Federation (FIAB) in Lazio. According to Ceccarelli, the «consolidated habit» of taking the car is often obligatory because «the chaotic urban layout of Frosinone», which is made up of hundreds of villas and buildings scattered in the countryside in the lower part, makes it almost impossible to use a means other than private. «Unfortunately, since the 1960s the city has been built in a disorderly manner and without any environmental sensitivity and now it’s not easy to remedy the damage done», says Testa. According to her, the measure of all this is the way in which an ancient Roman amphitheater was treated: in the mid-1960s it was discovered by bulldozers working to build a palace. Construction was interrupted but then resumed, and what remains is hidden under a building on Via Roma, one of Frosinone’s main streets.

The Italian Environment and Bicycle Federation (FIAB)is fighting against the reopening of the only road closed to traffic. It’s 450 meters long and connects the municipal villa to the road that leads to the nearby Lepini mountains, crossing a park and an abandoned ice rink: it was closed due to a small unsafe bridge that was never repaired. Testa defines it as “a small lung nestled between the buildings, one of the few places in the city where you can breathe”. Along the road you can see people walking, running or cycling, “because there are no other usable routes unless you escape through the fields”.

Local public transport buses are rarely used because they rarely arrive or pass through many areas of the city. To go from the train station to the Zeppieri skyscraper in the De Matthaeis district, which is the economic center of the lower city, would take no more than about ten minutes. A direct line to the historic center would have more or less the same travel times. But bus waiting times range from half an hour to an hour, and they also take tortuous routes to cover as much territory as possible with the few trips available.
The “inclined lift”, a sort of cable car with a 30-seater cabin that should lead to the upper part over a difference in height of 170 metres, has been broken for three years. The municipal council has contracted the works to upgrade it, while the new electric buses should connect it directly to the station. «To make local public transport attractive you have to move from the station to the historic center in ten minutes, which is why it’s necessary to double the inclined lift and insert it into a sustainable urban plan», Mayor Mastrangeli said in the city council. At the moment, however, the fastest way to go to the historic centre, where the Academy of Fine Arts and the Archaeological Museum are located, remains the car.

Lo smog non accenna ad abbandonare l’aria di Frosinone. Le centraline di rilevamento dell’Agenzia Regionale per la Protezione dell’Ambiente hanno registrato un nuovo sforamento dei limiti delle polveri sottili. Per questo il sindaco Riccardo Mastrangeli ha firmato un provvedimento con il quale ancora una volta viene limitata la circolazione dei mezzi più inquinanti nel centro cittadino. Lo stop è partito questa mattina 23 febbraio e si estenderà fino a tutto il 26.
A Frosinone la centralina di via Puccini ha misurato nella giornata di sabato 61 microgrammi al metro cubo di pm10, il limite è 50 microgammi. E mentre la pioggia tornata a scendere in città proprio questa mattina dopo tanti giorni di assenza, lascia ben sperare, il comune di Frosinone intende continuare a promuovere comportamenti virtuosi a favore dell’ecosistema e per tutelare la salute della collettività. Così domenica 25 febbraio torna la seconda domenica ecologica. In particolare la città ospiterà nell’area di via Aldo Moro una serie di iniziative al cui centro ci sono il benessere e gli stili di vita. Tra poco leggerai il mio racconto dal valico di Rafah, vicino Gaza. Forse avrai saputo che in questi giorni, insieme ad Angelo Bonelli e a Franco Mari, ho fatto parte di una missione internazionale per arrivare al valico di Rafah.
Dopo il quale c’è l’orrore. L’orrore dei 30 mila morti, dei 2 milioni di esseri umani stipati in poco spazio e devastati dalle bombe. Ma l’orrore l’abbiamo visto anche fuori da Gaza, nei 25 kilometri di camion fermi sulla strada, carichi di aiuti per i palestinesi, che i palestinesi non vedranno, perché Israele blocca quasi tutti i rifornimenti (qui una mia videodenuncia).
Incubatrici, ambulanze, medicine, tonnellate di cibo. Sono una piccola parte degli aiuti respinti dall’esercito israeliano al valico di Rafah, ammassati in un magazzino a poca distanza. E intanto a Gaza si muore di fame e di malattie.
Mi porto via da Gaza come una ferita le parole di Youssef, un cooperante che ci ha accompagnato in questi giorni e che ha la famiglia dentro Gaza. Nella sua casa oggi ci sono 47 persone, tra parenti e amici sfollati. Youssef prega che ogni bomba che cade non cada su quella casa dove ci sono le persone che ama. E subito dopo si sente in colpa, perché se le sue preghiere saranno esaudite, quelle bombe, cadranno su altre case, su altre famiglie.

Incubators, ambulances, medicines, tons of food. They are a small part of the aid rejected by the Israeli army at the Rafah crossing, piled up in a warehouse a short distance away. And in the meantime, people are dying of hunger and disease in Gaza.
I carry away from Gaza like a wound the words of Youssef, a aid worker who has accompanied us in recent days and who has his family inside Gaza. In his house today there are 47 people, including displaced relatives and friends. Youssef prays that every bomb that falls does not fall on that house where the people he loves are. And immediately afterwards he feels guilty, because if his prayers are answered, those bombs will fall on other houses, on other families.

Quello che sta compiendo il governo israeliano a Gaza è un genocidio di fatto del popolo palestinese e non ha nulla a che fare con il diritto internazionale e alla difesa, da tempo superati e calpestati con gli anfibi da Netanyahu e il suo esercito.
Dal primo giorno abbiamo condannato con nettezza e senza esitazioni il feroce attacco terroristico di Hamas del 7 ottobre, e con la stessa nettezza e senza esitazioni condanniamo i crimini di guerra quotidiani compiuti da Israele e l’uccisione indiscriminata di civili innocenti.
È nostro compito fare di tutto per fermare il genocidio del popolo palestinese, liberare gli ostaggi, cessare il fuoco e portare finalmente la Pace in quella terra martoriata.

Ecco l’ultimo “piano Ursula” per la non pace in Europa, così come riportato nell’articolo del Fatto Quotidiano: “Ursula: Prepararsi alla guerra con più armi, come coi vaccini”. In sostanza bisogna fare come con i vaccini, unire le forze questa volta per armarsi, in un tempo che è già tardi, contro nemici in carne e ossa (leggasi “Russia”). Insomma, secondo la von der Leyen, da un lato dobbiamo produrre vaccini per salvare l’umanità da possibili pandemie, dall’altra dobbiamo mobilitarci per una guerra ipotetica in cui far scivolare l’umanità sopravvissuta al virus letale. Un giochetto perverso: ci curiamo per ucciderci meglio.
E’ il paradosso di quando le parole perdono il loro senso, o si vive così distanti dalla semplicità, o si è banalmente così ottenebrati dal potere di disporre, da confondere i piani di realtà come la salute e la malattia. E qui sta il nodo centrale: ritenere che la guerra sia uno strumento di salute pubblica e non un atto disperato da non evocare. Se mettere in conto le guerre equivale a rafforzare il proprio “sistema immunitario”, allora sono degli sciocchi quanti hanno ritenuto fino a oggi auspicabile, almeno in Europa, una pace duratura. Una leader di questo antico continente, terra che è stata anche inondata di sangue, profetizza che la pace non è permanente. Quindi, sollecitati da un simile pragmatismo, corriamo pure a produrre armi per nuovi conflitti che, pare, hanno tutti una gran voglia di combattere. Sono parole che veicolano un’idea ben precisa di mondo, in cui i popoli non dialogano, ma si minacciano e si sfidano e di tanto in tanto si lanciano qualche bomba. Tanto a morire sono i soldati, mica i capi di Stato.
L’innalzamento dei toni dei guerrafondai occidentali sono iniziati nel 2022, quando in preda allo slancio di generosità verso l’Ucraina, inviarono armi contribuendo al massacro per frenare le presunte mire espansionistiche della Russia (“fino a Lisbona” disse qualcuno). Ora che la guerra è quasi persa, siamo arrivati al delirio puro. Mentre, dai capi di questo mondo sconquassato ci si aspetterebbe l’uso sapiente della diplomazia, che non è l’arte di parlare a vanvera, ma “l’abilità di trattare questioni delicate”, la capacità di “intrattenere relazioni internazionali”, definizioni su cui si sarebbe dovuto riflettere, già dal 2014.
Possiamo affermare che la diplomazia europea ha gettato la spugna da subito e che i tentativi di Macron di dialogare con Putin sono stati evidentemente un fallimento totale. Gli “statisti” che decidono del nostro futuro non conoscono altri strumenti per governare se non quello a cui ricorrono le dittature: la forza. Quale sarà, infatti, il valore aggiunto apportato dalle democrazie quando ci trascineranno in un nuovo conflitto in cui vedremo i nostri figli morire? Il discorso di Ursula von der Leyen e l’ideona di Macron di inviare le truppe in Ucraina sono la testimonianza di quanto malandato sia il diplomatico e democratico Occidente.
Si può pensare, certo, a un esercito europeo che ci renda meno dipendenti dall’egemonia degli Stati Uniti e dalle sue dinamiche interne; conferendo all’Europa un’autonomia in tema di sicurezza rispetto al resto del mondo, così da poterci sottrarre ai ricatti dei trumpiani di turno. Ma il fatto che se ne parli ora, allo scoccare della mezzanotte, usando la pelle degli ucraini e l’incubo dell’espansionismo russo e delle dittature, dà un colpo ulteriore alla diplomazia, necessaria proprio per colloquiare con i governi autoritari e con quei paesi che vogliono ritagliarsi un ruolo nel panorama geopolitico. Invece di farsi promotrice di un mondo in cui c’è spazio per tutti (e per fare spazio bisogna indietreggiare un po’), sia pure senza cadere nell’ingenuità di rinunciare alla difesa, la von der Leyen alza il grido di guerra: “Armiamoci e partite”. Tutti contro tutti, l’umanità sprofonderà nel caos, ma questa volta è incerto se i libri di storia potranno parlare di quello che seguirà: il dopoguerra.

Here is the latest “Ursula plan” for non-peace in Europe, as reported in the Fatto Quotidiano article: “Ursula: Preparing for war with more weapons, like with vaccines”. In essence we need to do as with vaccines, join forces this time to arm ourselves, at a time that is already late, against enemies in the flesh (read “Russia”). In short, according to von der Leyen, on the one hand we must produce vaccines to save humanity from possible pandemics, on the other we must mobilize for a hypothetical war into which humanity that has survived the lethal virus will slip. A perverse game: we cure ourselves to kill ourselves better.
It is the paradox of when words lose their meaning, or we live so distant from simplicity, or we are banally so obscured by the power to dispose, that we confuse the planes of reality such as health and illness. And here lies the central issue: believing that war is an instrument of public health and not a desperate act that should not be evoked. If taking wars into account is equivalent to strengthening one’s own “immune system”, then those who have until now considered lasting peace desirable, at least in Europe, are fools. A leader of this ancient continent, a land that has also been flooded with blood, prophesies that peace is not permanent. So, urged by a similar pragmatism, we also rush to produce weapons for new conflicts that, it seems, everyone has a great desire to fight. They are words that convey a very specific idea of the world, in which people do not dialogue, but threaten and challenge each other and every now and then they throw some bombs at each other. It’s the soldiers who die, not the heads of state.
The raising of the tone of the Western warmongers began in 2022, when in the throes of a surge of generosity towards Ukraine, they sent weapons contributing to the massacre to curb Russia’s alleged expansionist aims (“all the way to Lisbon” someone said). Now that the war is almost lost, we have reached pure delirium. While, from the leaders of this shattered world we would expect the wise use of diplomacy, which is not the art of talking nonsense, but “the ability to deal with delicate issues”, the ability to “entertain international relations”, definitions which should have been reflected on, as early as 2014.
We can say that European diplomacy immediately threw in the towel and that Macron’s attempts to dialogue with Putin were evidently a total failure. The “statesmen” who decide on our future do not know any other tools for governing other than the one used by dictatorships: force. In fact, what will be the added value brought by democracies when they drag us into a new conflict in which we will see our children die? Ursula von der Leyen’s speech and Macron’s idea of sending troops to Ukraine are testimony to how shabby the diplomatic and democratic West is.
We can certainly think of a European army that makes us less dependent on the hegemony of the United States and its internal dynamics; giving Europe autonomy in terms of security compared to the rest of the world, so as to be able to escape the blackmail of the Trumpians on duty. But the fact that we are talking about it now, at the stroke of midnight, using the skin of the Ukrainians and the nightmare of Russian expansionism and dictatorships, deals a further blow to diplomacy, which is necessary precisely to communicate with authoritarian governments and with those countries who want to carve out a role for themselves in the geopolitical landscape. Instead of promoting a world in which there is room for everyone (and to make room you have to step back a little), albeit without falling into the naivety of giving up defense, von der Leyen raises the war cry: ” Let’s arm ourselves and leave.” All against all, humanity will descend into chaos, but this time it is uncertain whether the history books will be able to talk about what will follow: the post-war period.

Il ministro degli Esteri russo Serghei Lavrov, citato dalla Tass, risponde al presidente francese Macron su un eventuale invio di truppe Nato in Ucraina: le sue parole, afferma, sono “la conferma dell’intenzione dell’Occidente di mandare truppe in Ucraina. E francamente, se l’Ucraina cade credo davvero che la Nato entrerà in guerra con la Russia”, ha aggiunto il capo del Pentagono.
Vladimir Putin torna ad agitare lo spettro di un conflitto nucleare: una minaccia “reale”, ha affermato, a causa delle mosse dei Paesi della Nato nel conflitto in Ucraina. “Tutto quello che l’Occidente sta escogitando porta veramente alla minaccia di un conflitto con armi nucleari e quindi di un annientamento della civiltà”, ha chiosato Putin. Il leader russo è tornato quindi ad accusare l’Occidente di volere infliggere una “sconfitta strategica” alla Russia. Ma un tema ha brillato per la sua totale assenza nelle oltre due ore del suo discorso, interrotto da 80 applausi: la Transnistria, l’entità secessionista sul territorio moldavo le cui autorità avevano chiesto ieri l’aiuto di Mosca contro quelle che hanno denunciato come le “pressioni” economiche di Chisinau. Evidentemente non una “priorità” per il presidente, a differenza di quanto affermato ieri dal ministero degli Esteri.

Nel Decreto Asset, convertito da poco in legge, votato un emendamento che ha cambiato un articolo del Codice dei Beni Culturali e del Paesaggio. Per rilanciare l’industria del legno ampliati i casi di abbattimento diretto.

Ed è così che in un decreto legislativo(D.L. Asset 104/2023), dall’apparenza solo legato a temi economici e finanziari, dal titolo “Disposizioni urgenti a tutela degli utenti, in materia di attività economiche e finanziarie e investimenti strategici”, sia stata infilata in extremis quella che Angelo Bonelli co-portavoce nazionale di Europa Verde ha già definito “una minaccia per la biodiversità”. Ormai convertito, il decreto è ora diventato legge(Legge 136/2023) e tra superbonus “villette”, tariffe di taxi e aerei, misure per lo sviluppo della microelettronica, interventi per la messa in sicurezza di ponti e viadotti, è stato approvato un emendamento che nel giro di pochi minuti ha moltiplicato i casi in cui si possono tagliare alberi senza chiedere alcuna autorizzazione. Non si tratta però di una semplificazione normativa, ma di un vero e proprio cambiamento apportato allo strumento che fino adesso ha garantito la tutela dell’ambiente e della biodiversità dagli attacchi di altri interessi economici: Il Codice dei beni culturali e del paesaggio.
La vicenda è questa. Nell’ultimo passaggio dell’iter legislativo del DL Asset, nella Commissione industria, commercio, turismo, agricoltura e produzione agroalimentare del Senato è stato proposto dal senatore Luca De Carlo di Fratelli d’Italia un emendamento (articolo 5-bis) sotto la voce “Interventi urgenti a sostegno delle attività economiche strategiche per il Made in Italy”.
In pratica, per incentivare lo sviluppo delle aziende italiane impegnate nel settore del legno, si è voluto dare loro un aiuto ampliando le possibilità di approvvigionamento della materia prima. Come? Mettendo mano all’articolo 149 del Codice dei beni culturali e del paesaggio, quello in cui si mette nero su bianco i casi dove non è prevista alcuna autorizzazione per il taglio degli alberi, ad esempio quando ci si trova davanti a foreste e boschi danneggiati dal fuoco. Con l’emendamento è bastato ampliare queste possibilità anche “ai casi previsti all’articolo 136” e gli alberi sono moltiplicati. Perché è proprio sotto questo articolo dal titolo “Immobili e aree di notevole interesse pubblico” del Codice che si parla di “alberi monumentali; di ville, giardini e parchi “che si distinguono per la loro non comune bellezza”; dei centri storici e perfino delle bellezza panoramiche e “così pure quei punti di vista o di belvedere accessibili al pubblico”.
I partiti di maggioranza hanno votato l’emendamento, gli altri no. Ora è diventata legge. “È un atto di guerra contro la natura, in linea con le posizioni del partito di Giorgia Meloniche contrasta le politiche sul clima e che ha votato contro la legge sulla natura europea”, ha detto Angelo Bonelli del Partito dei Verdi.
